Can another person edit my submitted form?

I'd like to have a 'change control' form where I fill it in, then it's submitted to another person to authorise, before being submitted again.

I suspect the second person will need to edit the first form, possibly before submitting, but I'm unsure. Forwarding the form sort of works, but it loses all formatting or editing capabilities.

Providing a user an edit link, will allow the user to edit the answers of a submitted form.
