How can I include PayPal fees with the total purchase price?

I am looking to set up a form that will allow a club to register for a competition and then allow them to list all participating athletes. There will be a fee for the club and a fee for each athlete. How can I include the appropriate amount to cover PayPal fees?

Is there a way to set up something to cover the 2.9% plus $0.30 on the total?

I have seen this asked several times, but no answer seems to be posted. 

I think it should be possible to configure that to be in your Payment with the PayPal Fees.

Probably the best way to do this would be to use a custom calculated value which would be sent into paypal as a custom amount. Your 2.9% + .30c would be apart of the custom calculation.
