Why can't coupons in the payment wizard be 100% ?

I have a client who takes rental application fees. For some renters, he would like to waive the fee. When I try to add a coupon that gives 100% off, it says 99% off is the highest it can go. Is there a way around that? Thank you for any info.

So you want the product to be free (0.00) when the coupon is used that's why you need 100%? I have no exact clue as to why it's limited to 99%, maybe it's some sort of limit on the API. However, the 100% coupon can be replaced with a fixed price. Just add a higher fixed price discount so the product becomes zero.
