I want to use a jotform to let my friend upload photos to dropbox. They are raw images so will quickly go over 100MB of storage for jotform. can i still use a jotform to submit to dropbox without jotform storing on their servers too?

Yes, when you have integrated the form with Dropbox, it will automatically save the uploaded files in the Dropbox account you set up and will not consume the available space that you have in your JotForm account.
However, the form will be consuming your submission limit. In other words, every submission of this form will count for your 100 monthly submissions limit. So, if your friend is planning to receive a big number of submissions you might need to consider either upgrading your account or creating another account for your friend.

I am trying to get clarification. The response to this question states if using dropbox integration I will not consume the available space that in my JotForm account. However even with dropbox integration, my space is still being used. Also I don't see the files in my dropbox even though integration seems to be OK.
Thank You,
Claudia
