I can submit registration but it will not collect payment

I've checked your form and I was redirected to the PayPal gateway when I submitted the form.
However, I noticed that the registration amount can be entered manually. Is this how your form should work? I'm asking this because the field is not required which means that the form can be submitted without entering a payment quantity in that field and zero is a valid payment amount.
I suggest you to add a minimum registration fee (it can be $1 for example) instead so the form cannot be submitted without making a payment.

Did you have to create a paypal to make the payment?

Since you are using Paypal Pro, users have the option to pay using their Credit Card directly in the form without creating a Paypal account. If users will choose Paypal, they still have the option to Pay using Credit Card and the option to create an account after, but in the Paypal Payment Page.

When people type in the credit card information and register the money does not come out

I am not entirely clear here but if my assumption is correct, are you saying the amount entered is not charged to the user's credit card after submission? Did you check the transaction history in your Paypal account to see if it was listed?

When I choose to put my debit card information in the form and submit. It does not process the payment...which forces us to make people use the paypal option that requires them to create a account.

You should see if your PayPal account is Pro, since the integration that you're using is for Pro accounts, you can see more about this here: http://www.jotform.com/help/183-Difference-Between-PayPal-PayPal-Pro
Also, you can modify your PayPal account (as long is a Business account) so it won't be necessary to create an account to process the payment. Please check this thread: http://www.jotform.com/answers/408223#514110 for more information about the option you need to change.
