    As an example:-

We have sell for the total quality of an item (a).

We have a cell for the quantity of the item to be inspected (b)

b should never be greater than a, is there any way in which I can set the cell (b) to never go higher than (a).

    Thanks and Regards,

Yes. This can be achieved by using conditions wizard.

You can get the field ID of total quantity from the field properties.

This is how it works with the condition set.
