How to have Dropdown list of Names or Email Addresses

so, I want to create a form that can be completed for me, by other colleagues. 

so when building the form I need to include a list of names or email addresses. (The submitter name in other words) I'd like users of my form to pick their name from the dropdown list. How is that done?

In the user guide, the solution will allow conditional email to be sent base on the selected option. In your case, the option can be the Name/Email address that the end-user will pick from the Dropdown lists selection.

If the end-user selected a Name/Email from the list, upon submission of the form, the email will be sent to the assigned Name/Email pick by the user.

Not sure this answers it. I want the submitter of the form to pick their name from a drop list. When submitted all forms must come to me by default
