How to set up to send automatic emails (to a second person) for each form submission?

Does a sub-user accessed to a form get emails for each submission of that form?

If not, how do I set that up? I clicked the "email" button under edit forms, but it didn't seem clear.

All you need to do is to create a notification and add the email comma separated.
