Issue while submitting the fillable PDF when not connected to internet

I have an issue while submitting that offline PDF form when i am not
connected to internet!
Can you tell me why?

When you are not connected to the internet, you cannot submit the fillable PDF form. You will simply get an error when you do. You will have to save it and submit when you are connected to the internet.

To save, just simply close the PDF form and click "Yes" when you are prompted to save the data. For example, in Acrobat Pro. This is the warning message that you'll get:

 

Or, save it as another file if you want to fill another data and submit it later:
