Could you please provide us more details of the problem?
I opened my regular account in IE11 and made a test form, accessed it and click the submit button. Here's a screecast:
May we also know what you meant by forms non-functional is that they are not working? Are they embedded on a website?
It's also possible that you have a plugin or extension in your IE browser that blocks our scripts, something like an Ad blocker or security application. If that's the case, you might need to whitelist us or unblock us on the list.

I have pasted how Jotform.com looks in my web browser. I have disabled all popup blockers and lowered my security settings to no avail. This is the first time I am having this issue using the site.

Unfortunately, if you have attached the image and replied to this thread via your email client, it won't go through.
To attach your screenshot, please visit this thread directly using this link: http://www.jotform.com/answers/713074. After that, attach or upload your image using the image icon/button in the reply area. You can follow the screenshot below to find it.
For the issue you are having, could you try logging in to JotForm using this link www.jotform.com/?noCDN=true.

I'm glad it's already working in your end, possible a hiccup on the server or on the browser.
