I am not able to fully understand the question. But from what I got, I think you wanted to use the 1st form as the template for new succeeding forms..
You can clone the form so that it has another copy.
user guide: -How-to-clone-an-existing-form-from-your-account
you can then enhance or modify the cloned version of the form.
If you wanted to copy fileds between 2 forms, you can also use the JotForm Field Manager App.

I have one form by the title of Intake Form and another one by the tile of Consent forms. I would like these two forms to be combined as one big form as opposed to two separate forms. So my readers on my website can only click on one link and have access to them both. I've tried cloning, but off course the clone is the same as the original, so that does not seem to be the answer.
Appreciate your help.

Have you tried using the Field Manager App?
The app will allow you to clone fields from one form to another.
