As I check your JotForm, I see that there is no amount being calculated which is resulting to display Thank you page. When the payable amount is zero, it will not be redirecting to PayPal page.
I see that our colleague Chriistian has assisted you in fixing the conditions and calculations on the other thread and on your new JotForm, I see that the form is now redirecting to PayPal page without any issue.
