Can you please tell us what is the form and if there are any specific submissions missing so that we can try to recreate the same and if needed report it to our developers?

We have our users upload their resumes. And I can see the resumes in the system when viewing individual entries. I can also see the entire list of entries when I download as CSV. But when I download the zip file, it only has the last 23 or so resumes, even though there are closer to 50.

When you try to download as PDF, is this the message you are getting?
That means you will get them in groups of 20. So you need to keep downloading them.

No, i'm trying to download all submissions. They download as a Zip file with folders inside and each folder with a submission. But it's only including the last 23 or so.

I have tried the same, but I would like to mention that there is a limit on the fields. The limit is either 250 files or 250 MB whichever is reached first, so if the download would include more than that, it would not be possible to download all.
In your case the zip is just a little bit above 2 MB, so this should not be the issue.
Unfortunately looking at the submissions, it seems that the data is always being limited to 25 files, so I would suggest downloading them using the steps shown here: How to Partially Download Form Submissions as Excel/CSV/PDF?
While it is for downloading of CSV, PDF and Excel files, it should work for downloads as well.

If you attempt to download all submission, it will download in sets of 20. I just tried it in your form, and had no problem:
