If someone fills out a form but decides to print it and not submit it, will it still be saved?

We are missing an application that someone had filled out.  He did print the application, then scanned it, and emailed it in.  I'm not sure if he hit the submit button or not. 

The application is not in our submissions list.

If form is only printed, data will not be sent to you via email notification and data will not be shown on submission page of your form.

Your users need to submit the form and only than submitted data will be sent.
