Greater than & Less Than seems to be missing

I am trying to conditionally calculate a value based on an numerical entry. Example if the user enters 1 or 2 or 3 etc, I am trying to create a hidden field for other calculations which assigns a value based on if the number the user enters is Greater than 2 then value is X.

I have used this feature before in other forms, but now the UPDATE/Calculate Field options in Conditional editor is missing both Greater Than and Less Than.

Is there something required to have <> in the STATE section of the Conditional wizard?

Those options "less than and greater than" are only available on number field and form calculation field.
