    Temporary Certificate of Occupancy and Certificate of Completion requests
  • Final Inspection Requirements:

    • Fire Division and Building Division final inspections completed (after all sub-trade finals).
    • Conditional approval allowed for minor outstanding items or agreements for a TCO.
    • Submit all inspection and testing reports for:
      • Backflow prevention devices and water line bacteria testing.
      • Fire line backflow preventers require tamper switches, secured valves, and completed fire line inspections.
      • Fire sprinkler systems must be tested, operational, and fire extinguishers in place.
      • Gas systems require a final gas test certificate and inspection.
    • Site inspection conditions must be met. 
  • Flood Zone Compliance Notice

    Properties located within a FEMA-designated flood zone may be subject to a stormwater inspection and/or required to submit a final plot plan along with a final Elevation Certificate.

  • CO and TCO Issued For:

    • New residential or commercial construction.
    • Change in use or occupancy classification.
    • Substantial improvements exceeding 50% of the structure’s market value or repairs due to substantial damage.
    • Complete tenant build-out of a shell building.

    Note: Shell buildings do not receive a CO.

    CC or Letter of Completion Issued For:

    Completion of a shell structure, individual trade systems, or minor renovations requiring utility connection. Examples: Water, sewer, gas, or electrical connections.

  • Applicable Fees:

    • TCO: Retail stocking over 50,000 sq. ft. – $1,000.00
    • CO: All commercial projects – $75.00
    • CO: All residential projects – $50.00
    • TCO: All commercial projects 50,000 sq. ft or under - $348.00
    • TCO: All residential projects - $50.00
    • Residential Certificate of Completition - $27.00
    • Commercial Certificate of Completition - $40.00
    • Additional impact fees may apply before CO release.

    Submission Requirements:

    • Submit applications only after all inspections and required documentation are approved.
    • Required inspections may include: electrical, mechanical, plumbing, gas, building, roofing, parking, landscaping, fire, engineering, and utilities.
    • Processing Time: allow minimum one (1) business day after application receipt.
    • Certificates of Occupancy (COs) requiring final document approval from any division may experience extended processing times.
