We are launching our first round of grant funding for commercial facade improvement!
This program helps business and property owners improve building exteriors in the Pikesville Commercial Revitalization District (CRD). It is administered by the Pikesville Downtown Partnership and funded through:
Baltimore County Department of Planning
Maryland Department of Housing and Community Development
The basics
- Up to $50,000 per business or nonprofit location for approved exterior improvements
- Up to an additional $3,000 for architectural or engineering services when a project requires sealed drawings or permit documents
- A 25% match of the amount requested, which may be cash or in-kind. A waiver may be requested with your application
- One grant per location per year
- Priority goes to projects in the Central Business District and to projects ready to begin.
Who can apply
- Owners of commercial or retail property in the district. See below for more information on verifying your geographic eligibility.
- Businesses and nonprofits leasing commercial space, with written consent from the property owner
- Applicants must be licensed and in good standing in Maryland, and the property must have no open code violations
Residential properties, home-based businesses, and certain business types are not eligible. Full details are in the program guidelines.
Geographic Eligibility: We have created an interactive map tool to help you verify if your property is located in the Commercial Revitalization District. That tool is below, or click this link to open a full version in another browser tab: Pikesville FIG Map Tool.
Enter your property address into the search bar; the tool will confirm if your property is located with the CRD, and if so, which subarea it falls under.
While Central Business District businesses will have priority in this application cycle, those in the Neighborhood and Suburban Commercial subareas are eligible and encouraged to apply.
What the grant covers
Signage, awnings, exterior lighting, storefront reconstruction including doors and windows, facade cleaning and painting, murals, masonry and cornice work, display windows and doors, front porch or deck repair, siding, shutters, fencing and retaining walls visible from the street, walkways leading to your entrance, and Baltimore County construction permit fees.
Improvements must be permanently attached to the property.
Not covered:
interior work and routine building maintenance, including roofing, HVAC, plumbing, foundations, mechanical equipment, and security bars.
Information Sessions
We will host two free information sessions at the Pikesville Armory NCO Club. We will provide an overview of the guidelines and application process, and you will have an opportunity to ask any questions about the program. Attendance in-person is recommended for on-site assistance with applications; you can attend via Zoom as well - the link is available through the Eventbrite registration page.

Applications are reviewed quarterly, pending availability of funds. If you are unable to submit an application by the current deadline or your application is not approved, please check back here after the close of each cycle to join a waitlist for updates and reminders about information sessions and application cycles.
Before you begin the application
Applications are accepted only as complete packages. Items you may need to start early :
- Two itemized estimates or bids from qualified contractors or vendors
- A letter of approval from your property owner, if you are a tenant
- A certificate of insurance
- Proof of your Maryland business license and good standing
- Conceptual drawings or plans of proposed improvements
We recommend you begin gathering these items right away. You may start the application without them, and save as a draft by clicking "Save Your Progress!" at the bottom of the form. You can then create a free Jotform account or choose "Skip Create an Account" to get a draft link by email instead.
