Graduation Issue refers to a situation where the course you originally needed is not scheduled to be offered again before you graduate. This should only be the case if you are within two semesters of graduating.
Course No Longer Exists refers to a situation in which you are on an older degree plan that requires courses that are no longer being offered.
You would choose Updating Program Catalog if you recently updated to a new catalog a need to substitute a course you are currently taking for a course on the new major.
