Can surveys be re-accessed and edited periodically by the submitter?

We are wondering if there is the ability for the original submitter of a survey to re-access and edit it longitudinally (e.g. every few years).  This is because there is a lot of information we need captured, and it would be unfortunate if they have to re-enter some of the same information all over again.  We'd like them to get a link to their original submission (that we would send), and then they could modify any portions which have changed and then re-submit.  Is that possible?
