I want to make a dynamic itemized list with rates and quantities and taxes that calculate at the end of each item  and then once the end user adds all their line items then the total is calculated from all sub totals in the list and displayed, can you do that in jotform?

As I can understand, you want to allow your users to dynamically add products to your form, then calculate a total at the end.

Although there is a widget that you can use to allow users to dynamically add records to the form, the numbers or amounts cannot be calculated.

Here's the link to the widget that I'm referring to: https://widgets.jotform.com/widget/configurable_list

If you would need to use calculations then you will need to add all the set of fields to your form and then allow your users to show or hide them with conditions, but do note that this will have a limit so for example, you could add 10 sets of fields and that will be the limit of products.

Here's a guide that will help you to show/hide the fields: How-to-Show-or-Hide-Fields-Base-on-User-s-Answer

Here're also another guides that will help you with calculations as well:
