URL that allows images to open in a browser and NOT download.

This is a follow up on my last support request just a little bit ago. In talking to our developers, I realized that what is needed is a URL for image files that does NOT download automatically, but instead will allow the image to OPEN in a BROWSER window. Is there a way to do this?
