Hi,
I have a pdf that I am trying to insert has a hyperlink can you I have the link but its not clicking through when I click "click here" this is what i put in the hyperlink box file:///Users/martihines/Downloads/Workshop%20Guidelines.htm

Hi,
It is seen that you want to add a hyperlink to the "Click Here" text in Text Form Field as shown below:
Please follow the steps below:
#1- Select your Text Form Field and pass to edit mode.
#2- Select "Click Here" texts and add link to them. Please note that you need to add your link for each "Click Here" text separately.
Please write your direct link in URL TextBox. If you want to open this address in a new window, you can make this change in Target.
Finally, click Ok and Complete buttons to save your changes.

I cloned your form and I found out that the "click here" text are not associated to any link. It is just plain text with different font color.
You need to highlight the text and the click the "Insert/Edit Link" icon. After that, enter the link in the URL field and then click OK. Here's a screen capture:

The second "click here" does not have a link as well. Here's a proof:
I checked your first post and I saw that you are trying to link the text in a local file in your computer. (file:///Users/martihines/Downloads/Workshop%20Guidelines.htm). This will not work. You need to upload first your file in a web server and then get the URL of the file. After that, paste the file path in the URL field.
How do you make a PDF a hyperlink maybe that's the trouble I am having?
You need to upload the PDF file in a web server first so that you can create a link from it.
