According to the form the payments are "incomplete" but I went into our Paypal account and "captured" all the funds so that they are now completed payments but the submissions are still in "incomplete payments". Why is this? Do I have to manually go in and change it?

I see that you are receiving the payments, but the submission shows as incomplete in jotform. It might be possible that jotform is not receiving the payment notification from Paypal indicating that the payment was successful. Because of this, it still shows as Incomplete in the submissions.
