Am I missing something or need to alter setup in some way to unlock the special pricing in product options?

I checked your form and special pricing looks to be enabled for both of the products:
https://www.jotform.com/help/265-What-is-Special-Pricing
It is only possible to use one special option per product. If you are still unable to get this working how you would like on your end, let us know and we will be happy to have another look.
