How do the submission limits work?

As far as the Bronze and above pricing. For instance, Silver indicates 10,000 submission allowed. Does that mean 10,000 submissions in a month? Thanks.

Yes, the bronze plan allows you to receive up to 10, 000 submissions per month. If you'll reach this limit, your forms will be temporarily disabled until the next monthly reset or until you'll upgrade your account to the next plan.  The submissions reset is scheduled every 1st day of the month, 00 EST.
