I upgraded my account yesterday, but it has not reflected and my form submissions have been disabled.

I checked your account and it is over limit. As a Premium user, you have 10GB storage space. As of right now, you already have 14.92GB uploaded files. Please delete the submissions with attached files to clear your upload space. Please check this guide on: How-to-Delete-Form-Submission-Data
Also, it will be a good idea to download the submissions first before deleting them because it won't be recoverable. Here's a guide: How-to-Download-Form-Submissions-as-Excel-CSV-PDF
