Forms that include PayPal link

I have a "2 Step" form where I ask for information in Step 1 then send them to a PayPal link in Step 2.  When they click "SUBMIT", they are taken to PayPal.  My question is, do they have to complete payment in order for me to receive the information they submitted on the form?  

The submission data will still be available for you to view on your submission page under "Incomplete Payments" tool even if the payment is still not yet processed or completed.
