Why would my form not show the submit button

I have a person trying to complete the form and there is no submit button on the bottom, but it shows on my screen

I checked the form in various resolutions on Chrome browser but could not replicate he issue.

Could you please specify on which browser, this issue can be replicated?

There are chances that the form did not load completely on user's PC, due to netowork or any other temporary issue.

Please suggest the user to refresh the browser and try again.
