I want to record attendance at an event.

  I want to submit the form once all the attendees have arrived.    Collect data and submit one form with all records.

Not 1 form per persom

It is not possible to save the submissions and complete them at the end of certain period, submissions will be recorded as soon as the form is submitted. 

However, this is different with email notifications since you can set up your form to send all the submissions at certain time, you can set up your form to send you the notifications daily, weekly and monthly, you can also select the day that the submissions should be sent as well as the hour and the email where the emails should go.

Let me ask in another way. Can I collect multiple entries and then. Submit when complete ! Can I loop through the same question many times capturing the answers each time?

Yes it is possible to achieve your requirement by taking advantage of our "Configurable List" widget. It will allow you to add the same set of question multiple times before submitting form.  You may also like to take a look at the following widgets as well:
