Conditions re: Time

I am trying to set a condition based on time, however, it will not allow me to select a TIME, but only a DATE.  Is there a way to select a condition based on time?

That’s somewhat helpful, but I do not have the option to select TIME.
I used the DATETIME Quick Field. But when you go to Conditions, it does not even show an option for TIME, it just shows the option for Date?
