Can the form host, or the form owner access the incomplete data?

i.e. is the form host allowed to access the data saved on to jotform's servers by folks who have saved an incomplete form??

Unfortunately, no. The form host, or the form owner cannot access the incomplete data. He will only be able to see the information only when the form is submitted.
