I've juste received an email to tell me that my account would be closed because I am over quota.
I do not understand because my account does not return to zero each month!
I am over quota since the beginning but not since the beginning of this month. Could you explain me?

You also need to empty your upload space. As i can see, you have already 103.85 Mb uploads. A free account has 100mb free space. You need to download some of your uploads and delete them from your JotForm account.

Thanks. I delete a lof of files and my quota is OK.
Nevertheless, the number of submissons is still the same... Does it return to zero each month?

Deleting submissions would just free up the upload space but the number of used up submissions remains the same. The submission limit quota resets back to 0 on the first day of every month.
