In order to remain a free member of JotForm, I understand you can never have more than 5 forms. So does this mean:
1. you can never have more than 5 forms at one time, or rather 5 forms that have ever been created even if you have deleted some of them.
2. if I have 3 forms, but modify one of them to a completely different form, does that still count as the same form (only 3 forms in total)?

In Free accounts, the number of total forms is 5.
You cannot have more than 5 forms in your account. If you wish to create new forms, you need to delete the old ones. If you have any submissions made to your forms, I would recommend you downloading them before any deletion.
As for your second question, if you modify one of your three forms, you will still have three forms in total. The changes in form do not affect the total number of forms.
