There is no mention of sub user limits on the pricing guide. Nevertheless, having a Silver plan I now find myself with too many sub users. Under the Account Tab > Users, instead of simply allowing us to create new users and delete existing users we should be able to edit users already present and replace them with new users (simply by editing the email). There should also be a button to resend the auto-message notifying an individual that they have been granted access to see a JotForm.

You can see the number of sub-users allowed in your account in the Account Billing page. Under the Silver Plan, you can have 10 sub-users.
The sub-user has the limits of the registered account. It means if the sub-user registered for Free plan, it will have the limits as a Free user.
Unfortunately, there's no button that will resend auto-message to notify an individual that they have access to manage your form. You still need to do it manually, delete the sub-user email and add it again to notify them.
