    Is there a way to have the jotform notify us that the payment has been declined by the customers bank when that issue occurs?

    In Stripe payment, if the credit card is invalid or if the payment is rejected, the submission will not push through or will not be completed. This means that the user will not be redirected to the Thank You page and the email notification will not be triggered.
