preview says form is disabled but it's not

I'm just building my first form and I try to preview it and it says the form is disabled but the form is enabled elsewhere.  I'm a brand new account, is there something not set up that I need to set up before I can build forms?

This is really annoying ... I'm trying to set up a simple test of a form and every form I build is disabled.  Why can't I build any forms???  I'm trying to set up other functionality and I can't do any of it without a functioning form.  HELP!
