Unable to rearrange conditions to change priority

I've tried in both v3 and v4 beta to rearrange conditions. The cursor changes to the 4 way arrow, but I can't click and hold to move around. Any thoughts?

To my understanding, you can't click, hold and move the 4th condition. Also, the cursor changes in both V3 and beta V4. I cloned your form and I was not able to replicate the problem moving conditions, here's my screen capture:

Also, please try to move the other fields on your form.

If I have misunderstood your concern or you have any further question, please feel free to contact us again. Thank you.

Thank you very much for the screen animation and screenshot that you provided.

Unfortunately, that is a normal behavior of the Condition wizard. It happens because you filtered the list of conditions. You can move the conditions only if you select to show All Fields. If you want you can drag the condition before you search and filter it.

Thanks for the info. I was able to change the order, but I'm not getting the result I intended. I have this conditional question:

The Type of household question will appear correctly if the Household option is selected from this prefilled form:

But it will not work correctly based on this prefilled form:
