Hi I am considering signing up for a plan before the promo ends but I have 1 question right now.
Is it possible to populate a Dropdown in a form with data that has been submitted by another form?

You can do that by using the Prepopulate App http://prepopulate.jotform.io/ The general idea is to pass the value of the first form to the second form using URL parameters.
Here's a quick example (1st form): https://form.jotform.com/70091289459970
It has 2 fields, a Textbox and a Dropdown.
And here's the prepopulated URL (2nd form): https://form.jotform.com/70091423845959?receiving={tobe}&second={first}
Where:
receiving = is the Unique Name of the first textbox on the 1st form
tobe = is the Unique Name of the second textbox on the 2nd form
first = is the Unique Name of the first dropdown on the 1st form
second = is the Unique Name of the second dropdown on the 2nd form
