How can I add multiple "Submit" buttons to one page and have different e-mail addresses associated with each "Submit" button?

I want the form to be submitted to different e-mail addresses depending on the location of the person submitting it.  I tried to duplicate the original "Submit" button; no problem.  But, when i changed the e-mail address of the duplicate, that original was also changed to the e-mail address of the duplicate.  I then tried creating additional "Submit" buttons rather than simply copying them.  The same issue was present.
