How can I use conditional logic on a field without user input?

I would like to have a submission field that enables a standby button when the submission limit has been met- so it would only be visible once the submission field is disabled (i.e. crossed out)

You can indeed set conditions based on fields where your users do not enter data, for example, using the Form Calculation widget you could  only affect its value with conditions and with values from other fields too and still trigger conditions with this even if the field is empty; however, do note that you cannot get the number of current submissions in your form and handle fields with conditions based on this.
