My user email@example.com is re-added to the bounce list almost immediately after removing it. Please advise.

The email address is no longer on our bounce list. I think you have removed it already. I checked some of your forms and I don't see any issues with your email settings. I would suggest checking the following guide and make sure to follow our recommendations to prevent this from happening again.
It is also important to check whether Jotform is whitelisted. You are on a school domain so I think there's a certain setting that is blocking Jotform.
