Form is not redirecting to paypal

On our 2017 Tortoise Run Race Registration, I cannot get the payment wizard linked to actual payment. I think it has something to do with the page breaks on the form and the "proceed to checkout" button but I cannot figure out to make them link live, please help!

I have inspected your form and your "proceed to checkout" button as actually next button that is redirecting to next page of your form. To resolve your issue you need to remove last page break field inside of the form and add Submit button.
