I have had a few instances later where the PDF is attached to the email response from a cmpleted form however it states that the submission could not be found 'on our servers'.
If i go to my profile I can download it from there but this gets distributed to various locations from my inbox automatically so is not really an option.

I have cloned your form and tested on my side. However, I could not replicate the same issue with you. I can receive a Notification e-mail with PDF. As you can see:
I could not check your e-mail attachments but everything seems to be good on our side. I have cleared your form caches. Please delete your Notification e-mail and add it again.
