Email Notification: PDF submission link not working.

In our forms we have attachments as PDFs.

We circulate our forms via emails notifying people they can log in or click on the link "Download Submission PDF"  However, when using the Download Submission PDF link they cannot open the attached pdfs.  Is there a way to fix this?
