I tried to save a form I am preparing to test it but when I open it on the iPad it seems to be not fillable at all while on the PC it is working fine. Is this normal?

In order to fulfill and submit the PDF form, you need to use Adobe tools such as Acrobat Reader as you can see the screenshot below:
If you download Acrobat Reader to your iPad, probably, the issue will be fixed. You can find the acrobat reader for iPad at the following link: https://itunes.apple.com/us/app/adobe-acrobat-reader-annotate/id469337564?mt=8
