Why am I not receiving emails notifying me of recent form submissions? Settings are on.

One of your recipients was in bounce list: https://www.jotform.com/help/262-How-to-Remove-Your-Email-Address-from-Bounce-List
You should start receiving notifications. Makes sure to check your spam folder, and if you find any JotForm email, mark it as NOT SPAM.
