How can I create a form that can be filled offline on mobile phones?

I dont know if my question really makes sense but I hope you can understand me. I would like to create an enrollment form that a user can fill via mobile phone (I would like to send my form via WhatsApp and then they fill and send back to me). I already have a successful jotfom online

When you say you want to send your form via WhatsApp, do you mean to say that you want to send link to your form or you want to share the form itself.

Here are the options I would suggest:

#1. I would suggest you to please enable "Auto Fill" of your form. One user opens the form and start data input, those data are saved in browser cookies. User can submit the form at a latter date. #2. Alternate option is to download your form's PDF version and send it to your user via WhatsApp. User can input the data and submit the form at a latter date.
