Birthdate conditions not working to re-direct the user to an alternate thank you page when date conditions not met

I have read all answers in forum and have cleared my browser history. This condition worked perfectly 2 days ago, now it is not working at all.

Need this form to go live for a whole state of Pre-K registrations on Feb 1. PLEASE help.
