I've never received this before and I'm unclear what it means. Your email doesn't include a link to remedy this issue.
Is this a monthly limit,etc...?

Files that are uploaded in the File Upload field of your forms are counted towards your File Upload Limit. This is fixed limit, total from all forms you have.
To free up the limit, you just need to access the form submissions page. Download the submissions including the files and delete them after. The system will automatically restore it for you.
