How do I link user's location to their congressional district?

Hello,

I'm trying to use the user's location to match it with their congressional district. I then want the user to be able to select either their House representative or one of their Senators.  How do I accomplish this?  I know there is a Google Civics API, but I don't know how to integrate it.
